Mugshots if taken during an arrest are probably almost always public record in most jurisdictions. What this is, is a more natural appearing mugshots used for easynpc. The path to the mugshots folder should be something like d:\modding\easynpc\mugshots\ [insert npc mod here] so it has to be inside the easynpc. You might have to put in a public records request for it.
How publicly available or easy to access is going to vary greatly.
